Elected in the fall of 2018, Dee (DeAndra Denise) Howard Mullins is a Huntsville native, graduating from Huntsville High School and Sam Houston State University (B.S. Criminal Justice). Howard Mullins went on to earn a master’s degree from Webster University; worked in the criminal justice field for over thirty years as a Juvenile Parole Officer, Juvenile Probation Officer, and Federal Probation Officer; and is extensively skilled in training, human resources, and court services. She has also worked as a substitute teacher and as the executive director of a large non-profit agency in San Antonio.
Howard Mullins has one adult son and was happily married to Al Mullins for 15 years prior to his passing. She has served on numerous community boards and commissions throughout her professional career. Her father, Percy Howard, Jr., also served on the Huntsville City Council from 1983-1990.
