Aron Kulhavy, AICP


Aron Kulhavy, AICP, began serving as the City Manager in June 2018, after serving briefly in an interim position. He has been with the City of Huntsville since 2008, previously as the Director of Community and Economic Development with responsibilities including oversight of the Inspections, Planning, Main Street, and Support Services Divisions, and, before that as the City Planner.

Kulhavy holds a Bachelors Degree in Environmental Science and a Masters in Public Administration, both from Stephen F. Austin University. He hails from Nacogdoches, where he began his career in municipal government at the City of Nacogdoches. His first position there was as a seasonal laborer in the Parks Department, Kulhavy was later appointed as its City Planner in 1999. He is married to Rachel and they have two sons, Devin and Dylan. They also have two grandchildren.



Responsibilities


The City Manager is appointed by the Mayor and City Council, and is responsible for maintaining effective communication between City Council, City employees, and the citizens of Huntsville. The City Manager works with the City Council, City department directors and City staff to develop and implement policies guiding the City. This general function takes a number of forms including coordination  of daily operations; long range development of the City; the formulation and the review of the annual budget; development and implementation of the personnel regulations, financial and administrative policies; and other actions as required by the Mayor and City Council or Code of Ordinances. 

Form of Government


The City of Huntsville operates under a Council/Manager form of government. The Council/Manager form of government combines the strong political leadership of elected officials and the strong professional experience of a City Manager. The Mayor and Council establish policy and law while the City Manager has responsibility for submitting the annual budget, directing day-to-day operations, advises City Council on matters affecting the City and appoints and removes city personnel.
